"The ban on standard incandescent bulbs was included in comprehensive legislation passed by a Democratic-controlled Congress and signed into law by Republican George W. Bush in 2007. The ban will go into effect next year, but the legislation can still be stopped. Congressman Joe Barton (R-TX) has recently introduced H.R. 91, the Better Use of Light Bulbs (BULB) Act to amend the original bill, removing the anti-light bulb provisions. Your signatures will be compiled and sent to the Congressmen in your state."

from energy efficiency regulations on incandescent lights.
There are deeper reasons why the ban on any type of light bulb is wrong:
All lights have their advantages, and even if there were energy savings,
Citizens pay for the electricity they use.
There is no energy or electricity shortage justifying limiting what
citizens can use,
and if there was a shortage of finite coal/oil/gas, their price rise
limits their use anyway - without legislation.
Emissions? Light bulbs don't give out CO2 gas -power plants might.
If there is an energy supply/emissions problem - deal with the problem!
